Rayne is described by the author as a "cyberpunk character" created a year (or several) prior to Deus Ex: Human Revolution's release.
After the author played the game, she decided to ship Rayne with Adam because:

She's a redhead that likes wearing revealing outfits, according to the author because cyberpunk clothes are generally scandalous and awesome to design. So no, she's not a streetwalker, it's just the time she lives in.
