Joe Mando has always been, in some way, in Evie's life, however distant or close. They've known each other for a long time.
He is a bit obsessive, caring a bit too much about Evie to such an extent he holds no shame in proactively stepping in her life when he decides he has to.

Joe operates from the Address: Unknown nightclub as a DJ, his hyperactive and sanguine personality hiding his lethal nature and past.
Evie is still a major focus of his attention even then, and acts a guardian, protecting her from the shadows. He serves her as calm and supportive person, and usually is the voice or reason that keeps Evie grounded.
Joe notoriously dislikes Adam Jensen and feels like he has to stick around Evie after learning of their experiences together.
